The solar panels you indicated in the video (OX-4L 1x6 Photovoltaic Panels) are not retractable. They''re just not. You MAY be able to get a kerbal to disassemble it, and MAYBE that will allow it to be redeployed. I am not sure on that one, I have never tried it myself. As far as placing parts down, you have to go on EVA with a kerbal.

I generally want to get the panels as far out from the ship as possible, and if it''s a power-intensive situation or sunlight is sparse, I want to cram as many panels around the circumference as I can. According to this official post (scroll down to the last set of tables for the 3 classes), the only engineer-fixable things at this time are wheels at level 3, landing legs at level 2, and repacking parachutes at level 1.
